Director position responsible for the overall management of HARCATUS Housing & Weatherization department including human resources, production, compliance, consumer issues, and financial responsibilities. Director also serves as the HWAP Energy Coordinator.
Responsible for staffing of inspectors, technicians, laborers, support staff and other related positions. Responsible for performance evaluations, enforcing policies and procedures as well as any necessary disciplinary actions. Has considerable input into the hiring and firing of department staff. Develops department organizational chart and job descriptions in accordance with funder and agency policies. Responsible for work schedules, leave approvals and time sheet submission. Responsible for assuring that all staff complete any necessary training or credentialing on schedule.
Responsible for meeting production and cost goals per various contract agreements with multiple funding sources. Program funding is contingent upon meeting or exceeding annual and quarterly production goals.
Responsible for assuring all weatherization and related energy work is in compliance with federal and state regulations and contract requirements (OCA, OSHA, DOE, HHS, HWAP etc.). Provides high level oversight AND onsite in-person inspections to maintain quality of workmanship and address any quality or performance issues. This will require individual obtain ongoing training and credentials as needed. Responsible for internal and external monitoring, findings, reports, any corrective actions and compliance.
Responsible for implementing and maintaining compliance with consumer appeal, complaint and grievance procedures as per agency and funder guidelines. This position serves as the consumer complaint officer for this department. Responsible for conducting client satisfaction studies as per agency and funder requirements and continuous improvement efforts.
Develops and manages departmental budget and provides financial oversight. Assures that all financial and program reports are submitted accurately and on time to agency and funders. Must comply with Uniform Grant Guidance (UGG) for non-federal entities operating federal grants. Maintains proper internal controls in the areas of purchasing, inventory records, materials storage, and related activities. Responsible for developing new services and funding sources to maintain future success of department and agency.
This is a key employee position and a part of the agency’s management team. Position reports directly to the Executive Director and will be responsible for other related duties as assigned. This is a full-time exempt salary position that will frequently require over 40 hours to meet job responsibilities. Program Director must actively participate in on-the-job training, meetings, conferences, and program specific trainings, some requiring out of area travel with overnight stays. Will be required to obtain and maintain all certifications and credentials needed to perform job duties and meet agency and funder requirements.
Qualifications: Must meet at least one of the following combinations of education and experience:
Possess an associate degree or higher from an accredited university in management, human resources, building trades or related field; OR
Possess a high school diploma or GED AND an active license/credential in the building trades from an accredited trade or technical school; OR
Possess a high school diploma or GED AND have at minimum 5 years of experience with a community action agency in a management or supervisory level position; OR
Possess a high school diploma or GED AND have at minimum 5 years of experience in the building industry such as general contractor, HVAC, electrical or similar field.
Must have one year documented supervisory or management experience;
Computer literate and familiar with common applications such as Word, Excel, web searches, email, smart phones;
Ability to learn specific database reporting systems as required by program and funders;
Good verbal and written communication skills at the level of writing program reports, grant narratives and public speaking;
Must have a valid driver’s license, reliable vehicle with agency required levels of auto insurance, and acceptable driving record;
Must be able to work with low-income and other diverse populations in a non-judgmental person-centered manner.
Environmental & Other Factors related to this position:
Frequent driving, entering and exiting all types of vehicles;
Frequent travel throughout the Harrison, Carroll & Tuscarawas County service area;
Frequently working in extreme cold or heat both indoors and outdoors year-round;
Frequently remaining seated and standing for extended periods of time on a daily basis;
Working at a computer for extended periods of time on a daily basis;
Regularly lifting and carrying supplies and equipment weighing 50 lbs.;
Regularly walking on hard services and uneven surfaces;
Occasionally descending and ascending stairs and ladders;
Occasionally working in enclosed confined areas such as basements, crawl spaces and attics;
Occasionally working at elevated heights such as the roof of multi-story homes;
Occasional travel out of the tri-county service area which may require overnight stays of up to 4 nights.
Must sign a statement of non-conviction, be bondable, and successfully pass criminal records check as per agency requirements. Pre-employment drug screening and additional screenings as required by agency or funding guidelines.
